Short-form Public Awareness and Public Education (PAPE) Video Competition

What: Create a video to help people prepare for disasters using trusted, verified information

Why: Trusted and verified information helps people. Your video could save lives, win cash prizes and be featured on IFRC’s global media/social media platforms.

Who: Open to everyone – volunteers, filmmakers, humanitarians, and anyone passionate about preparedness.

When: The competition begins on April 1, 2025, and concludes on April 30, 2025.

Intro

60 Seconds of real-life preparedness
The goal of this contest is to create short videos (60 seconds or less) that share these PAPE messages in a simple and creative way so viewers can understand how to safely prepare for and respond to natural hazards. We’re looking for engaging, creative, and locally relevant preparedness content that makes people take action.

Whether it’s a real-life preparedness experience, an animation, kinetic typography, stop-motion, or any other compelling format, your video should captivate, educate and save lives.

Misinformation, disinformation, and harmful information (MDH) can spread rapidly during crises, leading to confusion, panic, or inaction. Your video should counter MDH by using the PAPE messages to ensure trusted, verified guidance can be communicated to help people take safe actions to prepare themselves before disaster strikes.

Local is Crucial

Tailor made for your audience
Preparedness isn’t one-size-fits-all. A plan for floods in coastal regions may not help someone facing similar threats in inland areas. Plus, you know your local communities and contexts well. That’s why we’re looking for videos that are locally relevant – tailored to the natural hazards, environment, and realities of different communities. When a natural hazard strikes, people need information that speaks their language, considers their surroundings, and provides actionable steps they can take where they are. Whether it’s protecting homes from floods or preparing for extreme heat, your video should make preparedness practical and accessible for the people who need it most.

What Are PAPE Messages?

Public Awareness, Public Education

PAPE stands for IFRC’s Public Awareness and Public Education for Disaster Risk Reduction: Action-Oriented Key Messages. This is a comprehensive guide of trusted, verified safety tips for natural hazard preparedness developed by experts. These messages are used by media stations, alerting agencies, and national organizations to communicate safety information to their communities.

Topics You Can Cover

Your video should highlight preparedness with accurate, trusted information for one specific hazard. Choose from:

Participants must be above the age of 18. If you can tell a compelling story in 60 seconds, we want to see it.

By submitting your video, you agree to the following:
  • Your video is original content created by you.
  • If you are selected as a “winner” or “honourable mention”, you give us the right to share, adapt, and use your video for humanitarian and educational purposes.
  • You have permission to use all music, images, and film footage included in your video. 
  • You do not include any hate speech/harmful information, violence, or misinformation.
  • Videos that do not meet the ethical and content guidelines will not be accepted.

We want powerful and ethical storytelling:
  • Keep it Positive & Actionable – Inspire preparedness, don’t create fear.
  • Respect the Fundamental principles Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality. Read more: 7 Fundamental Principles of the Red Cross and Red Crescent Movement  
  • Respect Dignity – Show people as empowered actors, not helpless victims.
  • Stay Accurate – Use verified disaster preparedness information.
  • No Fake or Misleading Content – Ensure all content is accurate, verified information. Essentially, be authentic and ethical.

You must do good

All participants must adhere to the IFRC Code of Conduct and Data Protection/Privacy Guidelines. Your videos must respect the 7 Fundamental Principles of the Red Cross and Red Crescent Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality.

We believe in responsible storytelling. Your video should:

  • Show real preparedness actions that people can take.
  • Avoid sensationalism or unnecessary graphic disaster imagery.
  • Respect privacy and consent – No filming without permission.
  • Represent all communities fairly and respectfully.

Judging Criteria

Your video will be evaluated based on:
  • Adherence to PAPE Messaging: Does your video deliver verified guidance?
  • Creativity and Originality: Does your video stand out and capture attention?
  • Quality of Production: Is your video visually and audibly clear?
  • Impact: Does your video inspire viewers to take action?
  • Regional and Cultural Relevance: Is your video tailored to local contexts and languages?

A: Yes! You can submit as many videos as you’d like, as long as they focus on different preparedness actions.

A: Selected videos will be featured across humanitarian platforms, social media, and events to promote preparedness worldwide.

Q: How will I know if my video is selected?
A: We will contact you via email if your video is chosen for promotion.

Q: Can I use AI-generated footage?
A: Yes, just indicate that they are AI generated.

Q: Where can I get additional video or image resources?
A: You can find content on Creative Commons or ShaRED (IFRC).

Q: Can I submit videos in languages other than English?
A: Yes! We encourage submissions in all languages, especially in the IFRC’s four official languages: Arabic, English, French, and Spanish. English Subtitles are recommended for non-English videos.
